Description of Regression

Michelle Middaugh reported:

This is a new one for me - is this error message expected?
The submitted value published in the moderation_state element is not allowed.

This happened when I was trying to run the operating status report
I changed something else and left it at published and it ran - not sure about the error though

Edmund hypothesized that this regression came from the most recent Drupal upgrade.

The big change in this merged work https://github.com/department-of-veterans-affairs/va.gov-cms/pull/19873/files#diff-459a4adc23bc9dd0194a5e87c5da298c152ec4f81cadea701054aa53951d642d , was twig requiring the php jump from 7 to 8. Looking into this now, but so far not finding anything concrete.
