[0781 PS] 0781a form name change

NOTE - if the 0781 paper sync is at 100% the 0781a upload page change should not be necessary.

The new 0781 PDF form is already in production on the VA Find a Form Tool and available for Veterans to download and then upload within the form526 flow. It was made available June 2024. We need to change the evidence upload types in the form526 so that the name displays correctly in the UI of va.gov and in VBMS.

Acceptance Criteria

As a user, when I upload my VA Form 21-0781, I need to be able to see the official name of the form.
As a user, when I upload my supporting evidence, I need to be able to see the official name of the form in the file type list option.
(see images below of the names it displays today)

This behavior is not changing the existing upload component (v1), we are just renaming the existing 0781 form name to the new version (2024).

Notes

The old version of the forms will no longer be accepted after June of 2025. We understand that it is possible that a Veteran downloaded the old 0781 and/or 0781a form from over a year ago and may upload those forms. There is no check on the UI to validate this issue and even removing the old names cannot prevent that. Any uploads of the old form must be handled on the VBA side.

Updating the name (without the 0781 paper sync) is acceptable as the form is already available to Veterans today.
