Hello!

I have a PR out for review on vets-api that is pretty new but it fixes a bug in production which leads veterans filling out forms for benefits to believe that their submission failed when it's not the case. I'm not sure if this is a severe enough issue to expedite but wanted to run it past your team for clarity.

The PR requires a review from either VA API Engineers or backend-review-group.
