Arrow on government banner disappears on hover and when expanded

• I’ve searched for any related issues and avoided creating a duplicate issue.

What happened

In the header on the government banner, when I hover over or expand the banner, the little blue arrow is no longer visible:

What I expected to happen

I would expect the arrow to always be visible and to change direction (up or down) depending on if the banner is expanded or collapsed.

Reproducing

• CSS Library version:
• Device: (e.g. iPhone 8, Macbook)
