Share a privacy poilicy with our members #19

Draft and share a privacy policy with our members. Will need to review other organizations privacy policies and do some research to understand what is required.

Once it's done the privacy policy should be shared somewhere visible on the devedmonton.com webiste.

This came up in discussion of #13 with @abramhindle.
