feature_request(enhancement): ability to add tags for new issues

1. Summary

It would be nice, if would be possible add tags to new issues via dohg-youtrack. As I can see it not possible at the time.

2. Argumentation

Tags — is a good feature, see argumentation on official JetBrains site, why it would be nice use them. I try to add tags to each my issue.
