7.0.1 of the gradle plugin breaks configuration caching due to "an input to an unknown location has changed"

Reported initially to gradle here: gradle/gradle#25469. This appears to be getting caused by spotless when it reads .editorconfig

I think this happens with ktfmt but not ktlint.
