interactions: allow to filter guild channels by type

Description

Right now picker suggests all available channels when you define command option with type: 7 (CHANNEL).
For my case I only need voice channels (and I suppose there are cases where developer might want to allow you to choose only text ones).
So when someone choose text or category channel I must handle that and return an error.

It should be possible to restrict channel picker to different types of guild channels.

There are few options:

• different option types for different channel types
• utilize choices field either by using type IDs or type names (former is preferred);
  when omitted it's just becomes backward-compatible
• additional optional field that contains array of guild types;
  also when not present it should display all channels

Why This is Needed

As stated before, there are cases when you need only single type of channel in picker:

• bots that provide voice recognition or play background music probably might require that
• on the opposite side: bots that need to post something to text/news/etc channels can't possibly do that when you pass text channel in options picker
• moderation bots that could drop/rearrange whole category can require category only channels

Alternatives Considered

Manually handle type of requested channel and respond with an error that this particular channel is unsupported

I am aware about git commit history, but properly documenting changes so one doesn't need to dig any deeper is a must for API development.

it was also announced in ddevs - you may want to follow the announcements channel for stuff like this. The changelog on discord.dev is mostly used to announce very substantial changes for now.
