Missing --allow-quote true|false option for mlnet CLI

Hello! Can you please add -allow-quote [true|false] (Default: false) option to allow mlnet CLI to read CSV with double quotes? It was added because of this issue:

dotnet/machinelearning-modelbuilder#2848

But it is missing in the documentation.
