Create build artifacts to streamline evaluator experience

We could use TravisCI or CircleCI to capture the build artifact. Then a user only needs PHP and SQLite to run, not even Composer.

This would also be great for conferences where WiFi might be shoddy.

Okay, archives are being created on CircleCI. We just need to see about exporting them to somewhere useful and more easily exposed.

There is https://circleci.com/docs/2.0/artifacts/#downloading-all-artifacts-for-a-build-on-circleci.

That would require a server which received a CircleCI webhook and downloaded the artifacts to make them publically available at a stable URL.
