Description
It is enough for user to hear the same information once upon reaching element.
Especially for the users using assistive technology.

Preconditions
Analytics -> Machine Learning -> Anomaly Detection -> Jobs page.
Use Screen Reader (NVDA).

Steps to reproduce

1.Navigate to check box for selecting all rows and press Spacebar.
2.Navigate to Open jobs in anomaly explorer before the table.
3.Observe screen reader.

Actual Result

• Element announcement is duplicated due to tooltip text.
  Same with other element on the page which has tooltip text, which repeats the element title.

Expected Result

• Element is announced one time (without tooltip text when it is only repeating element title).
