[Reporting] infinite toast on "Could not check Reporting job status!" when Kibana is not available #216181

I had a local dev environment running, and browser window open on a rule page. Then I shutdown both Kibana and ES, but left the browser window open. When I came back to it later, it started generating toasts, I think about every 5s, like this:

Note that I don't believe I had done anything via reporting for this dev environment, so this was definitely a bit confusing.
