Adding this as a note as discussed in element-hq/element-meta#2560 (and implemented in #3414). The impact is minor as
a) The banner will be shown the next time you open the room from the room list.
b) Most rooms are set as unencrypted/encrypted at creation and rarely get upgraded after the fact.
