Video in gallery shows spinner rather that using thumbnails, so loads slowly

Steps to reproduce

1. open gallery from room settings
2. open media
3. swipe around until you hit a video which you don’t have cached locally
4. stare at a spinner for ages while it loads

Outcome

What did you expect?

use the thumbnail to show you a placeholder so you immediately know what the gallery item is, and then perhaps only load the video if the user taps on it.

alternatively, stream the decryption so you rapidly get a preview inage from the first frame of the full res vid.

What happened instead?

stare at spinner for ages, wondering if it’s crashed, and what it’s trying to show you, and why it didn’t use the thumbnail.

also, chews bandwidth downloading a vid you might not care about.

Added a little bit more context in #3777. I would imagine a more beneficial change here would be to first implement progress on media downloads so that we have some way to visualise how long it will take for any kind of large file to be previewable - ah although that doesn't help with knowing what you're downloading.
