Design consistency (Gaussain Blur)

Problem

Currently, as of Elementry OS version 8.1. A new gaussian blur effect has been implemented into the dock and notification pop-ups. (It's really pretty)

Issue: This effect is not made use of in the event in which the wingpanel is set to a semi-translucent panel to dynamically contrast against the users wallpaper. Thus leaving an inconsistency when contrasted with the dock below.

Proposal

Apply gaussian blur compositing to the wingpanel when it is semi-transparent.

Can you please open a separate issue report for making panel translucency a manual option? Grouped feature requests are difficult to track and usually it means part of the request ends up getting ignored and lost
