Describe the desired behavior, what scenario it enables and how it
would be used.
For now, the API comments doesn't make it clear what behavior will be used if the consecutive_5xx or other similar fields' behavior if they are set to zero.
Although we figured out it should be disabling related features/checks but there is no promise in API until now.
We should clarify it clearly in the API what behavior is expected for the special value zero.
