Default port is not configurable from env vars

Bug Description

Currently it is not possible to set the port through an environment variable. To fix update port: int to port: int = os.getenv("FIDESOPS__PORT", "8080")

Steps to Reproduce

1. Do this...
2. Then This...

Expected behavior

Port should be configurable with environment variables.
