Point initialization time series not displaying correct datetimes

Any date time displayed to the user should be shown in the time zone specified on the surface input page. Areas that need checked:

- [ ] `dateTimeEdits` used to specify station downloads
- [ ] `dateTimeEdits` used to specify the time series from a selected file
- [ ] The raw data after it has been downloaded
