Update AppState and cross check all states with Qt4 GUI #706
Description
AppState was rewritten to manage the GUI state itself. Some of the code needs cleaned up and refined to better utilize the rewrite. Additionally, we need to ensure that we are checking for the same states that the Qt4 GUI was checking.
