Detect missing data #39

Description

@JrtPec

Sometimes, a Flukso stops generating tmpo blocks, but the counter keeps running. What you end up is a timespan with no detailed data.

From an analysis standpoint you could fill it in in a variety of ways: if the total consumption is of interest you can interpolate; if the instantaneous values are of interest you want to see NaN where there was no measurement, ...

The idea would be to use the metering constant (eg. 0.5L for water) and the time constant (measurement per 1 sec) to see if data has gone missing.
For instance: If two data points for water are 1 day and 0.5 Litres apart, this is nominal. If two datapoints are 1 day and 200 Litres apart, data has been lost.

To be continued some other time...
