Fix layer reordering issue in Create → Reorder

In Create → Reorder, moving a layer only works once. After the first adjustment, it doesn’t allow the user to change the order of layers again. This makes it difficult to manage multiple layers properly.

Expected Behavior:
Users should be able to freely reorder layers multiple times without restriction
