* First commit of Manual Validation Pipeline.

* Periodic update of manual validation module, and adding some supporting files.

* microsoft#2.54 Filter comments by hashtag from Get-YamlValue.

* microsoft#2.56 Update Validate-Package to use Get-YamlValue in params.
