guard-rake depends on the gem ruby_dep, which no longer supports Ruby 1.9.3, the Ruby shipped with PE 3.8.x. So if you want to test things against the right version of Ruby for PE 3.8, you end up having to remove the Gaurdfile and gaurd-rake.
