Is there a way to get more accurate jurisdiction data?

I have data on building permits for different jurisdictions, and I'm trying to match this data with the zip codes I'm currently studying.  However, a zip code close to a major city just gets lumped in with that city, even though it is 100% outside the city limits.  I assume this has to do with how mailing addresses work, but is there any way to get more accurate jurisdiction data for zip codes?
