Concept for recording ingested data in project

The way ingested event types are currently recorded, there may be delays between marking a project as having ingested data, and there actually being such data, which can lead to bad user experience when we want to show a chart, but the data is not yet stored. The goal of this task is to come up with a plan of action to improve this state, and to ensure a timely and consistent marking of projects with respect to the ingested event types.
