Build documentation on CI?

Docs and help files are currently rendered during install. As we move towards a more structured package we could try to generate them on CI and both publish them to the docs site resp. add them to the bundled package.

It would be great if you can use build tool for doc build workflow. Build tool provides a consistent approach to run build tasks consistently. I have put together a small prototype that can create the helptoc.xml and search db. You can find my implementation here: https://github.com/bpancras/GIBBON/blob/buildtool-wip/buildfile.m

Let me know your thoughts on the build tool tasks. If you are ok with the present implementation I can create a PR.
