Notifications not sent when logged in

To recreate:

• Log in as a user who owns a repository
• Submit an issue for the API by a different user who has access to the repository
• The notification email is not triggered for the new issue

As the owning user could be logged in on a computer all the time, even when they've stepped away, new issues could be missed.
