"Remaining reqs." shows negative number, after setting up budget for premium requests

Describe the bug

After using my included premium requests with Copilot Pro+,
i set up a budget for "All Premium Request SKUs".

The "Remaining reqs." indicator went from 0% to negative -0.9%

Affected version

GitHub Copilot CLI 1.0.3.

Steps to reproduce the behavior

open copilot-cli, look at bottom right corner of the screen 👀

Expected behavior

"Remaining reqs." would reflect remaining budget.
For example

Remaining reqs.: 0% incl. remaining (98% of budget remaining)

negative countdown to -100% (budget spent) would also be sufficient, i guess.
