Ability to disable composite Action generation

Currently, it's only possible to disable the generation of composite Actions by targeting an older version of GHES which does not support the feature. It could be helpful to have the ability to disable the generation of composite Actions when targeting GHEC environments.

While this is likely not required in most cases, this feature would support migrations in which the generated workflow is going to be optimized and refactored by the team as part of the post-migration process. Generating inline steps makes it easier to see redundant steps or combine multiple related sequences of steps together into more focused composite Actions.
