I got the issue when opening Github Action in VSCode

Issue Description:
I log in to GitHub within VS Code using the browser and then install the GitHub Actions extension. However, even though I am logged-in VS Code tells me it cannot use the new GitHub Actions extension. I can see the following error in the output console:

I tried to installed and reinstalled the Github Action extension but the it doesn't not work.
I also tried to click the Refresh button but it does still not work. When I run GitHub Action Refresh in Command Palette and it show this error:

Can anyone help me on that issue.
