feat: Promote Data Agent tools to stable

This change updates the feature registry to mark DATA_AGENT_TOOL_CONFIG and DATA_AGENT_TOOLSET as STABLE. Consequently, the @experimental decorators and associated imports are removed from DataAgentToolConfig and DataAgentToolset.
