[Python][Bug]Add missing macOS and Windows builds of handlebarrz publish workflow

Current architecture support:
build_arm64, build_x86_64, and build_alpine

Updates needed: 
1. Missing platforms:
    macOS (both x86_64 and ARM64/Apple Silicon)
    Windows (both x86_64 and ARM64)
2. The workflow also only tests on Linux platforms (debian, fedora, redhat) in the smoke tests, with no macOS or Windows testing.
