Upload survey from file

Hello,

I've had a request coming in whether we could make it possible to upload surveys from Excel files. Apparently that is a feature in Kobo Toolbox that the interested colleague was missing. I'd say this currently has low priority next to everything else, but now it's here and we can upvote, if more such requests come in.

2 more occasions where this was (kind of) requested

• There has been a request from an outside GROUND user if it is possible to upload own existing surveys.
• The situation with @jabramowitz5 's survey on September 16/17 required a backend clone of the initial survey by @rfontanarosa which held a ton of questions including conditionals and would have been a pain to recreate manually. An export/import function of the survey itself would have made this a lot easier to be conducted on the user end.
