Update ADK to 1.6

I have been having some issues where my session hangs for ADK deployed in Cloud Run. I spoke with engineering from the ADK team and they recommended we upgrade to 1.6 and use the native commands within ADK to deploy the web server bash (adk deploy cloud_run)
