Sometimes, a team can staff a particular objective, but at a different commitment level from what was requested.
The most common example of this (perhaps the only one, in the current data model) is when an objective is requested as "committed" but the team can only staff it as "aspirational".
To highlight such cases, we could store the requested commitment type on the model, and somehow highlight in the UI when that is different from the actual commitment type.
