Add a Simple Google Cloud Logging Sample

Is your feature request related to a problem? Please describe.
It is difficult to diagnose cloud logging issues.

A simple cloud logging sample along with the vertex AI and
google cloud storage samples would help debug issues.

Tried logging to stdout but function call does not return an error

Are you trying to:

• Send application logs to Cloud Logging?
• Turn on client library logs to the console so you can troubleshoot problems locally?
• Turn on client library logs and send them (or most of them) to Cloud Logging so you can troubleshoot problems in a remote application?
• Something else?
