Using local GitHub Actions runners to test on hardware devices

To ensure we keep a high quality bar, and to prevent every PR from having multiple people check to prevent breakage, it has been proposed we setup some GitHub action runners using test devices to verify that the code is not broken by a commit.

This would require hardware joined to the repository as a runner, hardware devices (larger number of SKUs the better), and an ability to "reset" devices into DFU reliably.

The SDQ/Lightning protocol commands to do this reliably are known, and so it's probably a matter of:

• A test runner, which would be an outside project (@rickmark is toying with this as hack-different/otto-test (Doc Ock / Spiderman joke)
• Setting up decently isolated runners
• Sourcing a reliable SDQ protocol device
