描述一下此特性

是否可以提供一个官方的邮件发送功能接口，第三方开发者开发的插件如果需要发送邮件，自己写的逻辑可能是会有缺陷，所以希望官方能够统一一下

是否可以通过扩展通知功能来实现 https://docs.halo.run/developer-guide/plugin/api-reference/server/notification 通知是统一入口的
