the templates page is Tailwind-clean now, so drop it from the debt ratchet

defdf80 moved app/templates/page.tsx off the utility classes but left it in TAILWIND_DEBT, and the ratchet's second half — a debt file must STILL be an offender — failed the whole `test` job, which gates the release build. The ratchet rule is exactly this: a cleaned file is deleted from the list. Removed.
