Description
As described on #7298 - shadowing existing embedded terminologies can easily happen unintentionally using the feature of installing implementation guides - especially if they are repackaged using the feature of https://confluence.hl7.org/spaces/FHIR/pages/35718580/Using+the+FHIR+Validator#UsingtheFHIRValidator-PackageRegeneration.
The PR makes such unintended behaviour a bit harder to encounter.
