Actual Behavior

The resource needs to be updated because GCP automatically added a label and terraform wants to remove it.

The label is an internal one and seems to be not a new label, yaqs/214135387067514880

I created a Github issue to apply the labels model to this resource in the next major release.

Before the next major release, the perma diffs can be suppressed.
