Allow the use of custom CA certificate and/or noSSLVerify for config-sync feature in GKE Hub

Description

Config Sync (Config Management) GKE Hub feature does not allow the use of a custom CA certificate or disable SSL verify. By installing config-sync manually (not via terraform) you can either specify a CA certificate or add the noSSLVerify flag see "https://cloud.google.com/kubernetes-engine/enterprise/config-sync/docs/reference/rootsync-reposync-fields#configuring-git-repo"

This feature would be handy private network or testing environment setups.
