Get hls-hlint-plugin to work with GHC 9.14.1

Firstly, how to get hls to output that it can’t load hls-hlint-plugin?
Secondly, what needs to be done to get it working?

Plugins are a compile-time concept, you should think about it as "modules" that can toggled off at compile-time. Checking in the haskell-language-server.cabal, you can see: https://github.com/haskell/haskell-language-server/blob/master/haskell-language-server.cabal#L670

What needs to be done:

• There needs to be a released hlint version that supports HLS 9.14
• Mark hls-hlint-plugin as buildable
• Fix tests that may or may not be broken by exactprint issues
