Better control over how many MPI processes are used

E.g. hpcflow/matflow-new#396, where we want to specify more cores (to get more memory) but are restricted by the application in the number of usable processes that can be supported.

We could add another resource attribute MPI_num_cores which defaults to num_cores if not specified.
