Model does not conduct web search even if enabled web search #1831

Bug description
When we tried to ask it a question while enabling web search on, the model did NOT search the internet for us. This forced us to prompt "Search the internet" for every prompt we put to the model even with web search enabled.

Since #1830 and this issue are two completely independent issues, please fix them one by one.
