chore: remove obsolete RELEASE_AUDIT.md

v0.12.0 release sweep audit doc. All findings (P0 recursion, P1 env-path, P1 exit code) were fixed in v0.12.0. Sweep methodology preserved in agent memory; the file itself adds no ongoing value.
