Problem
目前所有Skill必须经过审核才能发布，但团队内部并不想所有Skill的发布都走繁琐的人工审核流程。
比如部门内部的命名空间下的Skill想要快速迭代、发布，不想走人工审核流程。
Proposed Solution
能否给命名空间增加是否需要审核的开关，关闭审核后skill可以免人工审核发布。
