Currently the button "Approve" is just freezing the Proposal State in the system.

This does not bring specific added value and is creating confusion.
Though a small adjustment could greatly enhance user experience - aka having the possibility for user to actually access project proposal created by other users. This would help users to see what other are doing and inspire them.
To do so, rename this button to "Share" and change the following behaviors:

Once a project is clicked as "shared", the button shall be converted automatically as "Unshare" so the project status can be reverted back

In the the dashboard screen - any user should be able to see: a. Any personnal draft project - aka "unshared"
b. Any "shared" project - so eventually created by any other user in the system.

Revise the dashboard presentation of projects to also include the user_name of the author of the project - near the generation date

- Provide the possibility for a user that would open the project from another user to duplicate it under his own name. (add a new button to be displayed when a user open a project created by another user).
