Vivado: Add support for including .bin file in .tgz package

As described in the title; so far IPBB will only package .bit & optionally .svf. Request from @furryboffin

@tswilliams what are the chances of getting this into a new version soon? Let me know, if not likely, I will add a hack to it-dtc to do it for us for the time being.
