abbrev_full doesn't isolate full, resulting in half-abbreviations (e.g., "West VA")

When abbreviating the state names, for example, abbrev_full() replaces "Virginia" with "VA", including inside "West Virginia." This prevents it from then abbreviating the new "West VA."
